Topic: Standing water & mosquitos

What's the best way to handle standing water to get rid of mosquitos? I live near two pools of water caused by all the rain that can't be drained.When I lived in Houston I know trucks came by with spray. I think it had kerosene in there somewhere. This doesn't sound like a good thing to do here what with wells and all. Does anybody know? Thanks.
